This article is about Hour 23 on Day 5 of the Fox Network TV series 24.

Audrey contacts the Navy to determine how long it will take to scramble fighters to sink the submarine Vladimir Bierko has taken. Unfortunately the fighters will arrive after the missiles are programmed to fire. Vladimir has his men target twelve areas in the United States, ensuring three of the missiles overlap a major population zone within Los Angeles.

Bauer, Henderson, and another CTU agent have no way into the heavily guarded submarine. Henderson demands a gun to defend himself, Jack reluctantly gives him his backup weapon. At that moment they see an emergency signal buoy deploy from the submarine, signaling a survivor is inside. Jack has Audrey connect him to the only member of the submarine's crew who had survived the nerve gas in a sealed chamber. Jack orders Petty Officer Rooney, an engineer, to kill the man guarding the aft hatch so that he can get in. Using a knife, the petty officer kills Bierko's man and Jack enters the submarine. Jack Bauer uses the petty officer to create a diversion to draw off the men in the control room. Jack kills the remaining man in the control room, and Henderson works to deactivate the missle launch. Jack and the other agent go after Bierko and his remaining men.

The other agent is killed, but Jack manages to kill Vladimir Bierko and the other hostiles. Henderson manages to stop the launch sequence and the inbound fighters are called off. Upon returning to the control room Jack discovers Henderson is gone and goes after him. Henderson gets the drop on Jack and asks if he was really going to let him go. Jack says no, Henderson tries to fire but his pistol is empty. Jack tells Henderson he is responsible for the deaths of David Palmer, Tony Almeida, and Michelle Dessler. He shoots Henderson twice in the chest, killing him.

President Logan and Mike Novick learn of the operations success on the submarine, and Henderson's death. The President tells Mike he is going to Los Angeles to give a press conference and to be there when David Palmer's body is loaded onto a plane for transportation back to Washington D.C. for burial. Mike leaves so that the President can prepare. President Logan informs Graham that the missiles were stopped and Henderson was killed. Graham likes this news and reminds the President that Jack still must be dealt with.

Finally available, Martha gets Mike Novick to follow her to Aaron Pierce and they tell him of the President's involvement in the day's events. Reluctant to believe this news Mike agrees to help Aaron get off the compound.

Jack reports back to Bill Buchanan and Karen Hayes and tells them he is returning to CTU. He also tells them that he shot and killed Henderson after he first fired on Jack. But he immediately calls Chloe and tells her he is going to confront the President himself and asks her for help. Bauer drives off on his way to the Presidential compound.
