An astable multivibrator is an electronic circuit that has two states, neither one of which is stable. The circuit therefore behaves as an oscillator. The time spent in each state is usually controlled by the charging (or discharging) of a capacitor through a resistor. There are several types of astables, and they can be made in many different ways. Some are made from NOR gates while others are made from dedicated timer chips, such as a 555 Integrated Circuit.
