Basak Pardo is one of the community in the Philippines, It is the smallest Local Government unit. It is located in the south district of Cebu City about 5 Kms from Cebu City Hall. This community is comprises with sub-communities which is sometimes called a sitio. This is headed by a Chairman, with the 6 members of the community council, one from the Sanguniang Kabataan Chairman, elected by the constituents, the secretary and treasurer is appointed by the chairman with the concurrence from the community Council. Sources of income: Internal Revenue Allotment, Realty Tax collection Share located on the area of the said community , Clearances, and Others. This community is quite unique since it has its own Community Police, Community Justice System, and the Chairman is the Chief executive officer. This community is a component part of Cebu City. Since it has its own source of income, the elected officers has the power to appropriate the budget annualy. The obligatory approprieation such as personnel services not to exceed 55%, development fund of 20%, and sanguniang kabataan share of 10%, calamity fund, and the discrecitionary fund. The appropriation is also recommended by the local community development council as mandated by the Local government code.

Community Justice System

As observed by our former President Ferdinand E. Marcos, that there were a lot of pending cases clogged up in the municipal trial court in every Province, Cities and Municipalities of the Philippines. He issued an executive Order that minor cases will not be accepted by the court unless it passed a mediation from the respective community. Cases under the jurisdiction of the community. With the implementation of REPUBLIC ACT NO. 7160 Otherwise known as the Local Government Code of the Philippines Chapter 7 section 399 the Creation of community Justice. The case is filed to the community hall and the mediation is heard first by the Chairman or his designated representative. Should there be no conciliation the case is elevated to 3 community justice members as selected by the complainant, respondent and the mediation officer to prevent biases in hearing the case. Should there be no agreement or concialiation then after 15 days the Community Justice chairman will issue a certification to file action. The case can be filed now to the prosecutor's office. As observed by the cases being issued by the the Community Justice members is only 5 to 8 percent thus reducing the cases filed to the municipal trial court.

Peace and Order

The Community Chairman appoint 20 community police. This is mostly voluntary in the part of the community police with a minimal honorarium of PHP1,200.00 and there main concern is to assist the regular policemen in apprehending criminals and assist those constituents in need specially when there is a crime against a person. They are organize as community information officers, they will report to the chairman for any information regarding peace and order. They will also assist the community in time of calamity.

Community egovernance

Tne community used Information and Communication Technology (ICT) as a tool to promote transparency, faster delivery of basic services and empowerment of the constituents. This community Basak-Pardo leads in the applicatio of ICT. A website is established and vital informations were posted like Annual budget Appropriation, Electronic Bulliten board (forum Link), Projects on going, application of the Republic Act No. 9184 otherwise known as Procurement Service or Government electronic Procurement System. The Chairman has an ambitious target that all of the constituents of Basak-Pardo will have its own respective email address. It is being initiated by the elected and appointed officials, they have a respective email address. All of the memorandum is send through email and the respective accomplishment report are send also through email. In short this is Paperless reporting. Graphic information Maps and satellite imagery is one of the facility offered by the community officials. The voters information system is a very unique application of online querry for the respective polling place of the voters. The registered voter will visit the websit of basak-pardo (www.barangay.net.ph/basak-pardo) and click the link voters information then it will direct you to a page wherein you will fill up the necessary personal information then click search after that it will direct you to page wherein your voter's id number, your name and address and when you click the compass icon it will direct you to a page of the lay out of the school and the polling place where you cast your vote. Another application is the collection of real property tax, the office can connect to the server of city Hall through remote access server (RAS) and with the permission of the Mayor of Cebu City users name and password was provided by the technical men of the mayor. With that data we can access the data base of the city assessor and the community chairman can monitor who are delenquent tax payers. The constituents of Basak-pardo will no longer que the line to pay.
