Baikalsk (Russian: ) is a town in Irkutsk Oblast, Russia. It was founded in 1961 with the opening of a cellulose plant at Lake Baikal. Town status since 1966. Population: 15,727 (2002 Census).
About 3,500 people are directly employed by the plant. In Soviet times, the factory management was primarily responsible for the town's maintenance. Currently the town and plant administrations are independent from one another; however, 95% of the town's budget still comes from the plant in form of taxes.
There are nine kindergartens, three theaters, and a new sports center in the town. The residential parts mostly comprise three- and five-storey apartment blocks.
