Betsy Bobbin is a character in the Oz books by L. Frank Baum. She first appears in Tik-Tok of Oz. Although created as a new character, she's little more than Dorothy Gale's doppleganger. Baum had written 'Tik-Tok of Oz' with the intention of it being 'Ozma of Oz' as a play. When that failed, he changed the characters and thus the book in its form is how we see it today.
