Lt. Billy Coen is a character from Capcom's video game, Resident Evil 0 for Nintendo GameCube. He is playable almost from the beginning and is Rebecca Chambers' partner. He wears blue jeans, a purple sport shirt and boots. Also, a pair of broken handcuffs. The large tattoo on his right arm reads "Mother Love." (continuing the tradition of slipping the names of Queen songs into the game, a practice generally reserved by the Redfield siblings.)
Background
He is a former Marine lieutenant who was given a death sentence after being convicted of killing 23 people. While being transported for execution, the patrol van he was in was attacked, giving him the opportunity to escape. He meets Rebecca Chambers in the Ecliptic Express and forms an alliance with her in order to overcome the monsters. Eventually, he is the one who administers the coup de grace to James Marcus' mutated form.Within the game, he has higher stamina than Rebecca and can withstand more attacks. His special item is a lighter, which, at first, is empty and you need to combine it with the lighter fluid to use it.
According to the file, "Rebecca's Report" from Resident Evil 2, Billy Coen (in the file, he is named Koen, instead of Coen) was found dead near an MP vehicle and various other corpses. The next day, his body wasn't found; as well as the other corpses. However, Rebecca lied about Billy's death in order to end the military's pursuit of him. His whereabouts are currently unknown, although it is rumored that he may be in the upcoming Resident Evil 5 instead of Chris Redfield. However the man in the trailer doesn't have the words "Mother Love" enamored to his right arm, like the original Coen, although this wouldn't be the first time that the RE team alters a character's design.
Given that Resident Evil Zero is a prequel to Resident Evil, Billy was introduced in that game and the next installment, Resident Evil Dead Aim, was the last to involve Umbrella Inc. before something entirely new was conceived for Resident Evil 4, it's safe to assume that Billy didn't so much as bat an eyelash towards Umbrella after he and Rebecca defeated the Queen Leech.
Billy's full connection to Umbrella is never revealed in full but it appears that he has some history with the corporation. The most notable clues are the details of his arrest (a diary of an Umbrella Corporation soldier suggests that the company makes a practice of framing soldiers only to "save" them in exchange for their service) and that Billy mentions the "Mother Virus" when that specific name is never spoken or referred to in files. While this is most likely a slip-up on Capcom's part, it does open the door to the possibility that Billy knows more about Umbrella than he ever lets on.There is also a part during the game where Billy has a flashback after seeing a number of dead skeletons piled together. After having the flashback he mentions something about not letting Umbrella continuing to perform their acts.
It is rumored that Billy could be the unnamed protagonist in Resident Evil 5, since some people believe the protagonist's face more closely resembles Coen's instead of Chris Redfield's.
