Borda fixed point

Borda fixed point is a voting system that was devised by economist Thomas Cool in 2001. It is based on the Borda count and adds the condition that the winner should also win in a dual contest with the runner up, which alternative winner is determined by the Borda election when the winner does not partake (requiring a recalculation of the rank orders). In the Pareto-Borda version, first those points are selected that are better than the status quo and then the Borda fixed point method is applied.
