Carmen Policy is an attorney and American football executive who is best known for his front office work for the San Francisco 49ers during the 1980s and 1990s. He would later become involved with the current incarnation of the Cleveland Browns, but was much less successful and his personnel decisions were widely criticized. One of Policy's longtime clients was Joey Naples, a mob boss based in Youngstown, Ohio.[link]
