Tiberian Dawn is the name given to the first game in the series, released in 1995 and initially known only as Command & Conquer.
Brigadier General Mark Jamison Shepherd is the supreme commander of the Global Defense Intiative. Under his leadership GDI forces around the world wage the war against the Brotherhood of Nod. Shepherd was a United States general before being tapped to run the newly formed GDI. He is one of two people who frequently brief the player about the next mission. Shepherd was often absent from his command post for various reasons, and toward the end of the GDI campaign he showed great remorse when Kane eluded GDI in mission 13.
Interestingly, General Shepherd’s rank and stars do not match up: A Brigadier General should have one star on each shoulder pad, but Sheppard has three stars per shoulder pad, which by US standards would make him a Lieutenant General. One possibility is that he had just received a wartime field promotion under emergency conditions, so that his listed rank is out of date and has not caught up with his promotion. This sometimes happens in real life, when someone's superior officer(s) are suddenly killed, captured, or missing. The lanyard (ornamental rope) near his right lapel does not appear to be U. S.-issue, either. It could concievably be a foreign award that he received, perhaps from a European nation. For example, the German Army awarded very similar lanyards for expert marksmanship during the Second World War, and may still do so.
An oversight by Westwood has his last name spelled as both Shepherd and Sheppard. He is played by Eric Martin.
Dr. Ignatio Mobius
Also known as Moebius or R.H. Mobius, Dr. Mobius was the worlds foremost experts on Tiberium in the First Tiberium War. He has appeared on the show "Science talk" and worked very closely with GDI forces. Mobius is driven to unlock the secrets of Tiberium, and often gets lost in his research. Mobius' reasearch has greatly expanded the world's knowledge and understanding of Tiberium. He feels the possibilities of Tiberium are limitless.
Mobius is officially credited for having first discovered Tiberium along the Tiber River, from which the substance got its name. However, if the player has sided with the Brotherhood of Nod the Brotherhood's leader Kane dismisses this claim, saying he discovered Tiberium himself and named it after the Roman emperor Tiberius. Kane dismisses Mobius as a quack and a fraud.
If the player sides with the GDI, one of the later missions is to rescue Mobius in a GDI base surrounded by Nod forces. A similar mission also appears in , with the player (as GDI Commando Nick "Havoc" Parker) rescuing the scientist after he is captured by Nod's 'Black Hand' assault troops to assist in the Brotherhood's top-secret 'Project Re-Genesis'. In the latter game, Mobius wears a prototype battle-suit in his escape. The fate of Mobius in tiberian sun is unknown, but he probably died in the proggressing turmoil tiberium presented.
Colonel J.C Carter
One of GDI's commanders on the ground, he always keeps in touch with the player, especially after contact with General Shepherd is lost. Later on he appears to haven been infected by Tiberium, and his final fate is unknown.Some speculate that Carter was killed onboard one of the GDI Gunboats that were destroyed by a Nod Obelisk of Light.
Colonel M.O Morelli
A pilot and a commander of GDI's air power. She oversees GDI's air-to-ground assaults. She briefs the player during the third GDI mission.Dr. Wong Hu Chan

Secretary of Defense for the United Nations, he is mentioned brienfly during the GDI ending of Tiberian Dawn.Command & Conquer: Renegade is a Captain Nick \"Havoc\" Parker
Captain Nick "Havoc" Parker is a GDI commando with a characteristically bad attitude. He is the primary character in Renegade. Before joining GDI, Parker was a US Marine who excelled in the use of high explosives. He was recruited by the GDI and cycled through special forces training before being assigned to GDI's elite "Dead 6" commando unit. Eventually, Havoc quit the unit and began operating solo, using his special forces training to fight Nod his own way.
Havoc is voiced by Wally Wingert.
Brigadier General Adam Locke
Brigadier General Adam Locke is Havoc's commanding officer. He is chief of GDI special warfare operations, and has commanded Havoc for two years. Locke operates a group of GDI’s amphibious assault ships, and constantly updates Havoc’s EVA unit with mission objectives and critical commentary. Before he joined GDI, Locke was a member of the British Army and is considered somewhat of a rogue himself by his peers. As with General Shepherd, Locke wears three stars on each shoulder, which implies his rank is equivalent to that of an American Lieutenant General.Adam Locke is voiced by David Lodge.
Lieutenent Adriana Maus
Lieutenent Adriana Maus is a communications officer aboard General Locke’s flagship. She is frequently seen in the background of video briefings held aboard Locke's ship. Maus has some authority over GDI forces deployed in combat zones, as is evidenced in the second mission of Renegade, when a group of rifle soldiers were ordered by Maus to hold their current positions instead of assaulting a Hand of Nod.
Dead-6
The Dead Six are a group of Six commandos that GDI frequently deployed for special operations and other sensative missions. At the time of their introduction in Renegade the team had lost two members —Havoc and Sakura— yet despite this retained the name "Dead-6". The name Dead-6 refers to the legal status of the team’s members: each person in the group has been officially "killed", and hence no longer exist. This makes it easier for the team to remain covert and helps GDI by giving them a greater degree of plausable deniability when discussing the team's operations.
Dariel \"Deadeye\" MacInnis
Deadeye’s real name was Dariel MacInnis. Originally from Scotland, Deadeye is a tactical field sniper with incredible accuracy; he has a nearly flawless ratio of shots fired and targets hit. He was formerly a member of the British Special Air Service before joining GDI.
Nigel \"Gunner\" Grant
A GDI commando with a massive frame, Gunner is responsible for operating the heavy artillery; as his primary weapon is a rocket launcher. His real name was Nigel Grant, born and raised in London. He made his mark in the British Special Boat Service (an equivalent to the US Navy SEALs) before joining GDI. Gunner has a faster rate of fire than both Rocket Officers and Rocket Soldiers, which allows him to eliminate potential Nod threats faster. Among the members of the Dead-6 Gunner has, by a wide margin, the largest and longest speaking parts.
He is voiced by Andre Sogliuzzo.
Shai \"Hotwire\" Aviv
The only current female commando in the Dead-6, Hotwire serves as the group's tactical engineer. Her real name is Shai Aviv, and before joining GDI was a member of the MOSSAD. She can repair and capture structures much faster than a regular engineer, and is the only unit in the game able to deploy mines. She also carriers more timed C-4 and remotely detonated C-4 then a standard GDI engineer.
Erich \"Patch\" Wulfe
Patch is a somewhat mysterious character; among the members of the Dead-6 he has the fewest speaking parts in the game and has been shown with two different weapons: a grenade launcher and a tiberium gun. His real name was Erich Wulfe, and before joining GDI he served with Germany’s elite GSG-9 counter terrorism unit. Patch hails from Berlin.
Sydney Mobius
Sydney Mobius is Dr. Mobius' daughter. Unlike her father, Sydney is driven to use Tiberium as weapon on the battlefield. She worked with GDI to develop the "Mobius Suit", a powered armoured combat suit that could by worn by GDI infantry units. Like her father, Sydney is one of the worlds foremost experts on tiberium, and frequently reports her findings to the GDI. She was captured with her father and forced to conduct Tiberium research for Nod before being rescued by GDI special forces. During a recon mission she was recaptured by Nod special forces and exposed to Tiberium before being rescued by GDI commando Nick Parker. She subsequently sabotaged Nod's nuclear missile, causing it to explode within the Temple of Nod.
Sydney is voiced by Leigh Allyn Baker in Renegade.
Command & Conquer: Tiberian Sun is set thirty years after the events of Tiberian Dawn, and introduces a whole new cast of GDI characters.
The commanding General of the GDI, James Solomon is a decorated war veteran from the First Tiberium war. It was his squadron that led the final assault against the Temple of Nod in Sarejevo. He now exercises his command authority by directing GDI operations from the GDI space station Philadelphia.
The role of General James Solomon is played by James Earl Jones.
Commander Michael McNeil
GDI commander Michael "Mack" McNeil was placed in charge of GDI forces during the Second Tiberium War. He is a hard headed commander with a reputation for doing everything in his power to win. He occasionally takes heat for his battlefield decisions. About halfway into the game McNeil strikes a deal with members of The Forgotten to free their leader in exchange for The Forgotten's help in the war against Nod. McNeil has overall command of Kodiak, a special GDI aircraft equipped to serve as a flagship and mobile command base for GDI forces.
Commander Michael McNeil is played by Michael Biehn.
Lieutenant Commander Chandra
Lieutanent Commander Chandra is the second-in-command, and friend of Michael McNeil. He serves aboard the GDI command ship Kodiak, and was the man who originally informed McNeil of his new orders with regards to the events of Tiberian Sun. During the events of , Chandra dies when the Kodiak crash-lands in Africa from an ion storm.
Chandra is portrayed by Kris Iyer.
Jake McNeil
Jake McNeil is Michael McNeil's brother, and a well known and respected GDI commander in his own right. He was kidnapped by Nod Forces late in the Nod campaign in an attempt to breach the firestorm walls of Hammerfest Base. His exact fate is unknown; he is shown as a prisoner aboard a Nod transport in a cinematic sequence but his in game unit can be killed. According to the GDI storyline, Jake was killed by Nod forces, but in the Nod campaign he is seduced by Nod and used to break open Hammerfest's Firestorm defences in the final Nod mission.
Jake is portrayed by Daniel Kucan, it is currently unknown if he is related to Joseph D. Kucan.
General Paul Cortez
General Paul Cortez is the commander of the military base Southern Cross, one of GDI's primary ground command centers. Cortez asssumed command of the GDI in Firestorm after contact was lost with General Solomon following the events of Tiberian Sun. He was married to Dr. Gabriella Boudreau, but they had divorced by the time of the events in Firestorm.Cortez is portrayed by Efrain Figueroa
Dr. Gabriella Boudreau
Dr. Gabriella Boudreau is a Tiberium scientist whose research into Tiberium has led her and her team to work with GDI and The Forgotten. She was the one who originally suggested GDI use CABAL to translate the Tacitus. She took over command of the Daedalus team after Tratos' assassination and is seen by many as his and Mobius' successor. Her team took heavy casualties when CABAL went rogue, but thanks to fast action by GDI soldiers guarding the facility Boudreau was able to escape and contact GDI forces. She eventually managed to translate the Tacitus after CABAL was destroyed, opening up vast quantities of data regarding Tiberium to the GDI - it is however unclear if these data would have made a significant difference to the GDI's role in .
She was last seen in a state of awe over the amount of information revealed from the Tacitus. She is the ex-wife of General Cortez.
Dr. Boudreau is played by Linnea Pyne.
