The Colonel is a fictional superhuman in the Ultimate Marvel Universe, first seen in Ultimates #7 (vol. II)

Character History
Furious at the invasion of his country by American super-soldiers, scrawny Iranian teenager Abdul Al-Rahman volunteered to undergo medical treatments to gain superhuman abilities that would allow him to strike back at his oppressors.
The treatments were evidently successful, as Al-Rahman rapidly gained a great deal of muscle mass and an extremely athletic physique.
He was described as "the first person since Steve Rogers responsive to the Super Soldier Serum".
Plot Inconsistencies?
Al-Rahman's main objective appears to entail the humiliation and destruction of America in the way his own country was humiliated when the Ultimates invaded, though his dialogue in Ultimates #9 (vol. II) states that he is not looking for revenge. Several issues later in Ultimates #11 (vol. II), Al-Rahman states, 'I've been waiting half my life to rip that flag off your chest.' Not only does this negate his prior claim, it also establishes a possible plot error: Colonel Al-Rahman is only seventeen years old, and the Ultimates' invasion of his country only transpired several months prior.One theory on this is that the super-soldier serum can cause subjects to experience confusion and mental instability. For example, (during a previous battle) Captain America shouted "You think this 'A' stands for France?", but said afterwards that he meant nothing by it. In addition, Doctor Banner went on a crazed rampage after injecting himself with Captain America's blood - what effects could this serum have had on his mental state?
Some have suggested that the Super-Soldier treatment leaves the subjects over-burdened with testosterone, or it may be that both men simply share similar backgrounds and psyches.
Nevertheless, it is remarkably convenient for the Liberators that Al-Rahman was discovered when he was. After sixty years worth of international scientific research, the only known person who showed a permanent response to the serum was a person who hated America - just when a group was being set up that required a person exactly fulfilling those specifications.
It is possible that Al-Rahman owes his origin to the reality-shifting powers of Loki.
Weaponry/Gadgets
He has been shown carrying a weapon resembling the double-bladed lightsaber used by Darth Maul in Star Wars Episode 1: The Phantom Menace''.He also carries a video camera to record the humiliations of America and the downfall of the Ultimates.
Notes
The pre-serum Abdul bore a close resemblance to Osama bin Laden, without the trademark beard. Post-serum, Abdul has noticeable stubble.Also, Colonel Al-Rahman's uniform features what appears to be a stylized "W" on his chest and belt buckle, for reasons that have yet to be identified.
In essence, he can be interpreted as the Ultimate equivalent of Red Skull, despite the fact that in the Ultimates universe, America, not Germany is the 'agressor' country.
