A communauté d'agglomération (French for "community of agglomeration") is a metropolitan government structure in France, created by the Chevènement Law of 1999. It is the second most integrated form of intercommunality after the communauté urbaine. A communauté d'agglomération consists of a city (commune) of at least 15,000 inhabitants (or a préfecture with less than 15,000 inhabitants) and its independent suburbs (independent communes).
As of January 1, 2006, there are 164 communautés d'agglomération in France (158 in metropolitan France and 6 in the overseas départements), with 20.68 million people living in them. The population (as of 1999 census) of the communautés d'agglomération range from 583,229 inhabitants (Community of Agglomeration of Greater Toulouse) to 28,485 inhabitants (Communauté d'agglomération du Pays de Flers, Orne département).
