Dr. Regal is one of the antagonists from the MegaMan Battle Network series and runs the Dark Chip syndicate known as Nebula. He appeared as the main villian in BN4 and BN5. He has also appeared in the MegaMan anime during the ‘’Axess’’ and ‘’Stream’’ seasons.

In MegaMan Battle Network 4 and the Axess season, he is the operator of LaserMan.

Battle Network 4

Dr. Regal’s was one of the top scientists in the world who was working with Dr. Hikari (Lan’s father) to divert an asteroid enroute to earth. He walks out shortly after the plan begins.

At the end of BN4, he commits suicide to prevent his arrest, but lives.

Battle Network 5

Dr. Regal and Nebula mysteriously resurfaces and kidnap Lan’s father Dr. Hikari, as well as his friend’s PET. Nebula begins to capture areas of the net and corrupt them. Towards the end of the game, Dr. Regal uses Nebula Grey to amplify and unleashes the SoulNet upon Electopia, tainting the world with evil.

During a VisionBurst at SciLab, it is revealed that Dr. Wily is the father of Regal, and the creator of the SoulNets, which were initially used to create a world where people could trust each other. The designs were later handed down to Regal.

The next day, Lan and the team (depending on the version) infiltrate Nebula’s hideout within the craters of Mt. Belenus. After infiltrating the base, with the help of the team’s NetNavis, Lan finds his father. Regal activates the Soul Server, but Lan is unaffected because of his Grandpa’s amulet, which is made of a metal that blocks the effects of the Soul Server. Regal installs Nebula Gray into the Soul Server. MegaMan jacks in and proceeds to Nebula Gray, with the help of his friends who were thought to have been consumed by the Dark Vortexs.

When MegaMan approaches Nebula Gray, Regal explains how it was created. Years ago, regal digitized mankind’s evil soul amplified the data and built a system that converted it into various forms. The dark chips were made by grafting the evil soul of Nebula Gray onto the Battle Chips.

MegaMan fights and defeats Nebula Gray. Unable to defeat him in battle, Regal attempts to taint MegaMan’s soul with evil. Lan uses his Grandpa’s amulet and tries to communicate directly with MegaMan’s soul via the SoulNet. However, Lan hears the voice of his grandpa, who tells Lan that his soul and MegaMan’s are linked and they don’t need to communicate with the SoulNet. With the help of his friends, MegaMan finally deletes Nebula Gray.

At the end of BN5, his memories of the past ten years are erased and he begins a new life as a law-abiding scientist hired by SciLab.

Anime

The origins of Dr. Regal are a bit different in the anime.

Dr. Regal’s Navi, LaserMan, eventually becomes the new leader of the Darkloids after ShadeMan is disposed of, who had become too distrustful of the human he served.

In the last two episodes of the Axess season, LaserMan dispatches UFOs to drained NetCity of it’s citizens and used the data to fuel Dimensional Converters. Regal reveals Regal Tower, which is infused with a massive amount of Dimensional Converters and creates a dimensional area around Earth. Using a Dark Synchro Chip, Dr. Regal Cross Fuses with LaserMan and easily deleted ShadeMan who had used the Rush Synchro Chip to access the real world to get revenge against Regal for his betrayal. LaserMan begins to grow to enormous proportions and causes panic throughout the world. After Full Sychro Lan & MegaMan deletes LaserMan, Dr. Regal mysteriously disappears.

In the English dub of the episode, some scenes of ShadeMan’s deletion were removed; most noticeably the one where his right arm is ripped off by Dr. Regal; however, if you look carefully, Regal is holding onto his arm briefly before he fires. Oddly, the scene where his left arm is shot off wasn’t completely removed.

Regal appears again in MegaMan Stream, which has currently yet to air outside Japan.

During the last episode of Stream, he use the data of the 13 creasts to take control of Duo’s Comet, infuses with it’s power and attacks Lan and the others. Eventually Duo feels that the human’s future is hopeless and cut off Regal from his power source. Before retreating, he grabs Maylu and takes her with him. Leaving them no choice, Lan and the others follow Regal back into the recesses of Duo's comet. In the cyberworld of the comet, Maylu is alive, but Regal isn’t.
