Hisai (久居市; -shi) was a city located in Mie, Japan.
As of 2003, the city had an estimated population of 41,669 and the density of 610.98 persons per km². The total area is 68.20 km².
The city was founded on August 1, 1970, and merged into Tsu on January 1, 2006.
