Ištaran was the snake Nirah whose glyph was the logo or symbol of the city of Der. In the Early Dynastic III Period Der was a Sumerian city state on the border between Sumerian Lagaš and Elamite Umma. The icon of Nirah of Der like the Egyptian serpent Apep signified the river as border and was copied widely as a glyph or symbol for borders on Kuderus or boundary markers. Gudea of Lagaš, installed a shrine to Ištaran in the great temple of Ningirsu at Girsu.
