Ibni Oumar Mahamat Saleh is a Muslim Chadian politician. His region of provenance is Wadi Fira, in eastern Chad. During Hissène Habré's presidency (1982–90) Saleh was Minister of Planning, and under his successor Idriss Déby he continued to keep ministerial positions. Shortly before the presidential election of 2001 Saleh passed to the opposition, founding the Party for Liberty and Development (Parti pour les Libertés et le Développement or PLD). Under its banner Saleh candidated himself in 2001 against Déby, taking 2.89%. He has boycotted the parliamentary election of 2002 and the constitutional referendum of 2005, as he claimed there were not sufficient guarantees in both cases of a free and fair consultation.
