The Initiative, a secret government organization in the Buffy: the Vampire Slayer universe, included many minor and several major characters in its membership. The below are fictional characters in that universe who are members of or associated with the Initiative.
Major characters
Forrest Gates
Forrest Gates appeared in many episodes during season four, as a part of that season's main storyarc, and was played by Leonard Roberts.
Forrest was a friend of Riley and member of the Initiative. Much like Riley, he was forced to lead a double life and balance his military service with his cover of university student Initially, he liked Buffy and encouraged Riley to pursue a relationship with her. As events proceeded and Buffy became an enemy of the Initiative, Forrest began to vocally disapprove of Buffy and Riley's relationship with her. Forrest was killed by Adam, but was then artificially reanimated with body parts from various demons and technological components.
This "new" Forrest tried to assist Adam in defeating Buffy, and assaulted her when she and her friends attacked the Initiative complex. He was instead forced to face his old friend Riley in combat, and was killed by him.
Graham Miller
Graham Miller was a minor recurring character for the show's fourth and fifth season. Graham Miller was portrayed by Bailey Chase.
Graham was a friend of Riley and alongside Forrest Gates, a fellow soldier in The Initiative. Like Riley, he used the persona of a university student as cover for his activities. Where Forrest was a rather brash person, Graham was more calm and collected.
Graham survived the final battle in the Initiative complex and later testified on Riley's behalf during the inquiry. In the fifth season, Graham helped Riley to get medical attention to correct the procedures that the Initiative had done. Graham later asks Major Ellis to pursue Riley to leave Sunnydale and rejoin the army, as part of a new squad of demon-hunters, alongside Graham and others.
