The International Paneuropean Union claims to be the oldest European unification movement and is also referred to as the Paneuropean Movement and the Pan Europa Movement. The stated goal of the organisation is the unity of Europe. It is independent of all political parties, but has a set principles by which it appraises politicians, parties and institutions. The union has branches in many European countries, whereas the General Secretariat is located in Munich.

The International Paneuropean Union has four main basic principles: libertarianism, Christianity, social responsibility and pro-Europeanism.

Count Richard Coudenhove-Kalergi wrote a document entitled Paneuropa in 1923, presenting the idea of a unified Europe. Otto von Habsburg, the current head of the famed Habsburg dynasty, became the president of the International Paneuropean Union after Coudenhove's death in 1973.
