Joan Hall

Encyclopedia : J : JO : JOA : Joan Hall

Joan Hall is a former Australian politician. She was a Liberal Party member of the South Australian House of Assembly between 1993 and 2006, representing the eastern suburbs electorate of Morialta (formally Coles pre-1998). She is the wife of Steele Hall, 36th Premier of South Australia between 1968-1970.

Coles was first held future Premier Des Corcoran until 1977, who moved to a safer seat and subsequently Coles was won for the Liberals by Jennifer Cashmore who retired in 1993 to make way for Hall. In December 1997 Joan was given portfolios of Youth and Unemployment and in October 1998, the portfolio for Tourism.

As Tourism Minister, Joan Hall was claimed by many people in the industry to be "The best Tourism Minister South Australia has ever had".

She was instrumental in bringing the Tour Down Under to South Australia, The Clipsal 500, The Le Mans Race of 1000 years, The Wine Centre and the 2007 Police and Fire Games.

After her resignation, letters flooded the opinion pages of the Advertiser expressing anger about the resignation.

Hall successfully fought for her preselection at the 2002 and 2006 elections, with overwhelming support from the Morialta Liberal Party branches.

Her endorsement in 2002 relied on the exercise of a party rule designed to deter branch-stacking, prompting Steele Hall to write an article in The Advertiser complaining of a rush of membership applications for the Magill branch immediately before the relevant cut-off date. Those who read between the lines could surmise that he blamed the episode on the federal member for Sturt, Christopher Pyne, a junior moderate in the ranks.

Last year Hall was one of only two sitting Liberals to be challenged for preselection for the current election. In Hall's case it was two challengers, the more threatening of whom was Louise Houston, an electorate officer to the aforementioned Pyne. This prompted her to again complain of "interference in a pre-selection by federal members". Despite her troubles, Hall was returned as the Liberal Candidate for Morialta with overwhelming support from the membership of the branches. Joan Hall recovered her old tourism portfolio in a shadow ministry reshuffle in April 2004, indicating a successful career rehabilitation. She has also remained an active player in leadership shenanigans, reportedly having enlisted in the Right's push to promote Davenport MP Iain Evans.[link]

Hall suffered a 12% swing at the 2006 election, which gave Lindsay Simmons from the ALP a new margin of 7.9%
