K23BY is an low-power translator television station in Scottsdale, Arizona. It provides over-the-air service on analog channel 23 to northeast Phoenix and north Scottsdale from its transmitter in the Scottsdale Airpark, retransmitting KAZT-TV to an area blocked by terrain from KAZT-CA, the main AZ-TV translator in the area. K23BY is owned by Londen Media Group of Phoenix.
History
K23BY began with an original construction permit granted to KUSK LLC on March 7, 1988. It was originally intended to retransmit Prescott-based station KUSK (now KAZT-TV) from Saddleback Mountain, northeast of Scottsdale and deliver an 84.8 kW signal directed toward downtown Scottsdale. Construction of the station proved troublesome and applications were filed on several occasions to reinstate expired construction permits. In 1991, the transmitter site was moved to the Scottsdale Airpark in north Scottsdale and power was reduced significantly, to 1.3 kW, and again to 1.29 kW in 1994. The station was finally licensed on February 28, 1995. It was part of the network of low-power stations that KUSK owned to put its signal out across the state.The Londen Media Group bought K23BY, along with its parent station, KUSK, and the rest of the KUSK-owned network, in April 2002 and continues to operate the station.
