Jessica Trevor
The wife of George Trevor and mother of Lisa Trevor. Jessica and Lisa were abducted by Ozwell E. Spencer and brought to the Arklay Research Facility. Jessica became a victim of viral testing at the hands of Lord Ozwell E. Spencer and the newly formed Arklay research team, who infected her with a "Type-A" variation of the Progenitor Virus. She wrote a final emotional note to her daughter, fearing the worst and plotting to escape the mansion with Lisa when they were next reunited. However, Jessica succumbed to the Progenitor Virus before her plan could be carried out. Note: The grand piano, located within Spencer Mansion's bar, can be used to release the lock to the adjacent hidden room by playing Ludwig van Beethoven's 'Moonlight Sonata', Jessica's favourite song.
John
The chief researcher of the Arklay Research Facility after William Birkin's departure, John previously worked for Umbrella's Chicago branch. A vocal critic of the cruel experiments conducted by the company, he was suspected of leaking information by his superiors. John was romantically involved with Ada Wong, who had infiltrated the lab as a researcher, unaware of her true intentions as a spy for one of Umbrella's competitors, known only as 'The Organisation'. During the viral outbreak at the mansion, John became infected with the T-Virus, leaving instructions for Ada to escape the mansion and expose Umbrella's research to the media. Ada never received John's note, having already left the mansion. Instead, the S.T.A.R.S. Alpha Team utilized the clues left by John inside the note to assist them in escaping the facility. John's surname was never revealed in the games. According to S.D. Perry's novel The Umbrella Conspracy, his full name is John Howe. According to the Wildstorm / DC Comics story Who Are These Guys? his full name is John Fay. The comic also delves into John's (non-canon) backstory, saying he joined Umbrella because he would be able to conduct research without worrying about grant money running out, and he hated making speeches and shaking hands in an effort to obtain funding. In the comic, John becomes a zombie while he is writing his final letter to Ada and upon being found by Jill Valentine begs to be killed. Jill complies, shooting John in the head.''
Robert Kendo
The owner of the Kendo Gun Shop and a close friend of Barry Burton. He is the first character the player encounters during actual gameplay. Leon meets him in 'Scenario A' (with Robert sporting a Remington 1100 shotgun). Claire also meets Robert in 'Scenario A' (where he is instead armed with a bowgun). In both, he mistakes the player for a zombie and almost kills them before realizing his error and allowing the character to seek shelter in his store. Very soon afterward Robert is killed when a horde of zombies crash through the store's display window and attack him. The player has the option of fleeing to conserve ammunition, or standing ground and attempting to fight off the attackers. Either way, Robert doesn't survive the event, although the player is able to collect his weapon which is a valuable asset on the harder difficulties. Robert's brother, Joe Kendo, is the designer of the "Samurai Edge" customized Beretta 92FS sidearm adopted for official use by the elite S.T.A.R.S. unit.
Marvin Branagh
}}Officer Marvin Branagh is one of the few surviving R.P.D. members left in Raccoon City. He is found in 'Scenario A' by either Leon or Claire; barely clinging to life and barricaded inside a ransacked office inside the police station. Branagh gives the character a card key with which to unlock the doors in the main hall (to "rescue the survivors in the other rooms") although there are very few survivors left to rescue. Marvin, aware of his rapidly deteriorating state, forces the character at gunpoint to leave the office, immediately locking himself inside after the character has vacated the room. His reasons for doing so become apparent further into the game when the character locates a key to the office and attempts to re-establish contact. Marvin is infected with the T-Virus and on the verge of becoming a zombie, which happens right before the character's eyes. Killing Marvin is entirely optional, although it is recommended he be eliminated quickly, as he is faster and stronger than his generic counterparts.
Marvin's unconscious body makes an appearance in Resident Evil 3. Set a day before the events of Resident Evil 2, Marvin is still alive, but heavily wounded. Next to him is his report of an attempted theft which provides hints of the location of the green jewel needed in order to enter City Hall. He is also one of the characters that can be rescued by the player in the minigame "The Mercenaries, Operation: Mad Jackal".
Marvin also has a prominent role in the "Desperate Times" scenario of [[Resident Evil Outbreak: File 2]], in which he and a group of surviving officers attempt an escape from the precinct. Obviously, Marvin is unsuccessful, becoming infected whilst planning the escape and is forced to stay behind.
Brian Irons

Raccoon City's Chief of Police, Irons is one of several corrupt key personnel that the Umbrella Corporation has utilised to assist in hiding its activities and covering up several minor incidents prior to the Raccoon City outbreak. Irons' primary responsibility within Umbrella's illicit activities is William Birkin's secret laboratory located directly beneath the city itself. Chief Irons also played a significant role in the smear campaign against the surviving S.T.A.R.S. members after the 'mansion incident' in the Arklay Mountains, ensuring that their experience and knowledge of Umbrella's research was kept to an absolute minimum regarding the public and the media. The private investigation commissioned by surviving S.T.A.R.S. member, Chris Redfield, also reveals that Irons was accused of rape on two separate occasions during his years as a university student. When the T-Virus outbreak began, Irons grew increasingly paranoid, convinced that Umbrella had betrayed him and would soon send an agent to eliminate him. His paranoia, coupled with his wounded pride at the loss of his city, drove the already fragile Irons to the verge of insanity. When the remaining R.P.D. officers barricaded themselves inside the precinct, Irons virtually ensured their demise by removing the remaining weapons and ammunition from the armory and hiding them in small amounts throughout the precinct. Irons was also an avid game hunter and taxidermist, and towards the end of the incident began hunting down the surviving officers, and the mayor's daughter, for sport. Irons managed to survive much of the crisis by locking himself in his office, but he was eventually found and killed by the infected William Birkin, either by impregnating him with a G-virus embryo, which ripped out of his body, or by ripping him apart.
Ben Bertolucci

A freelance journalist who has infiltrated the precinct in order to obtain information capable of providing incriminating evidence against Chief Irons and the Umbrella Corporation. Ben first became aware of Umbrella's wrong doings after an incident involving one of his colleagues was covered up at a remote hospital in the Arklay Forest. During the outbreak, Ada Wong comes searching for him, believing he has information regarding John's whereabouts. After Ben obtains the information he needs, Chief Irons has him detained until he can figure out what to do with him. Ben soon realizes what is going on outside the precinct and, after somehow obtaining the key to the cell, decides to wait out the situation by remaining locked securely inside. He provides Leon and Ada with a copy of William Birkin's communications with Chief Irons before he dies from an attack by the mutated Birkin, who either impregnates him with a G-Virus embryo (in the "Leon A" scenario), which bursts from his torso, or mortally wounds him (in the "Leon B" scenario).
Ms. Warren
The daughter of Raccoon City's Mayor, Michael Warren, she was left with Chief Irons for her sake, but after Irons went insane she was hunted down by him; her last scream can be heard by the player shortly before entering Irons' office. Her corpse can be seen laid in top of Irons' desk, shot in the stomach. Irons argued that she died due to the monsters and that she could become one of them soon, so he forces Claire out of the office, but when she returns, both Irons and the girl's body are gone. In Irons' diary, he reveals that he wanted to stuff Ms. Warren's body since he met her.[[Resident Evil 3: Nemesis]]
Dario Rosso
}}Just another survivor attempting to escape the madness, Dario is a salesman with aspirations of becoming a famous writer. Eventually, he winds up hiding in a warehouse with Jill Valentine at the beginning of the game. Dario's daughter was lost in the chaotic escape and, as a result, his state-of-mind is no longer entirely stable. Refusing to leave the warehouse, he locks himself inside a shipping container, telling Jill he'd rather starve to death inside than go back out onto the streets of Raccoon City. When Jill returns to the warehouse after finding an escape route, she discovers that for unknown reasons Dario finally left the container, only to be killed by several zombies that had broken into the warehouse (It's possible that a woman seen running away from the zombies when Jill returns to the warehouse alerted Dario, and he tried in vain to save her; so when Dario got out of the container he got killed, and the girl was killed too, outside the warehouse. She was killed by a lone zombie and her last scream can be heard by Jill).
According to a Japanese guide, Dario's missing daughter, Lucia appears in the "Operation: Mad Jackal" minigame, although she is not a character in the canonical storyline. Her character model is the same as the female model who appears in the Umbrella TV commercials.
Murphy Seeker
}}A member of the U.B.C.S. and one of only several members native to the United States, he is assigned to Alpha Platoon, Company A. Seeker is a former U.S.M.C. sniper, and was given a life sentence after killing several members of a street gang allegedly responsible for the murder of his brothers. He was assigned to the U.B.C.S. unit after receiving the opportunity to enlist as an alternative to his prison sentence. Although attached to separate units, Seeker is a close friend of Carlos Oliveira. During the outbreak, he is critically wounded and begins to show signs of infection.
The player's actions as Jill (particularly when confronting the Nemesis in either the diner or the Raccoon Press building) determines how Seeker is killed in the Umbrella sales office. One version of the scene features Seeker begging Carlos to kill him, as he finds himself losing control of his functions and on the verge of complete infection; Carlos is left with no choice but to do so and flees the scene, unable to cope with his actions. In another version, Nicholai murders Seeker in cold blood as he pleads for his life.
Tyrell Patrick
}}Tyrell Patrick is a member of a the Umbrella Biohazard Countermeasure Service, belonging to Bravo Platoon, Squad A, as well as one of the Supervisors. Originally from Suriname in South America, He enlisted in the French Foreign Legion, where he underwent specialty training in lock picking, safecracking and various other skills used in sabotage and covert operations. Once his training was completed, he was posted to the Netherlands, where he became involved with criminal organizations such as mafia syndicates and arms dealers. Tyrell would illegally traffic the military's weapons for high prices, regardless of the fact that many of the weapons he sold were used for genocidal and ethnic-cleansing campaigns. His complete lack of morals or conscience allowed him to sell weapons to anybody capable of providing the money, making him very wealthy in a short period of time. Eventually, due to his greed, he became careless and was apprehended by military authorities where he stood trial and received a severe sentence for his crimes.
After the Umbrella Corporation began forming its security forces, Tyrell became a potential candidate for the Umbrella Biohazard Countermeasure Service selection process and was eventually approved. After being released from prison, he was assigned to Bravo Platoon's Company A and monitored by Umbrella, as were all of his U.B.C.S. comrades. When Umbrella, after a number of subtle tests, found that Tyrell lived up to his reputation for being an extremely greedy, cunning, and heartless individual, he was invited to become one of Umbrella's elite 'Supervisors'. During the virtal outbreak in Raccoon City, Tyrell was deployed to collect classified Umbrella information from Raccoon Hospital, but fell victim to Nicholai's treachery in the end.
Like many scenes in the actual game, Tyrell's death varies depending on where Carlos (the player's s character during that point of the game) meets him. If the player meets him in the Basement floor of the Hospital, Tyrell reveals about Nicholai's true intentions to Carlos before being killed by a C4 boobytrap by Nicholai left inside a safe. If the player goes to the second floor, Carlos will encounter Nicholai cornering a wounded Tyrell; While Nicholai is distracted with Carlos, Tyrell attempts to blow himself up with Nicholai with a grenade. Tyrell dies, but Nicholai escapes by jumping through the window.
Michael Warren
The mayor of Raccoon City. Although never actually appearing in the game, his likeness is sculpted on a bronze statue erected at City Hall. Warren was the electrician responsible for establishing the city's cable car system during the 1960's and was elected mayor in a landslide vote in 1987. During his administration, he allied himself with the Umbrella Corporation, managing to procure funding for several of his projects, including the "Bright 21st Century for Raccoon City" project which led to the creation of the S.T.A.R.S. unit. Although appearing an upstanding and virtuous leader, he was actually a corrupt individual who had turned a blind eye to Umbrella's unethical practices and inhuman experiments in order to profit from their research. Both Michael Warren and Brian Irons were responsible for keeping Unbrella's activities shrouded in secrecy for so long, and both had been involved in cover-up activities for years before the T-Virus outbreak. Warren abandoned Raccoon City via helicopter, leaving his people at the mercy of the zombies. His daughter was killed by Police Chief Brian Irons.[[Resident Evil Code: Veronica]]
Edward Ashford
One of the founders of the Progenitor Virus, along with Marcus and Spencer, he helped establish the Umbrella Corporation alongside his partners and thus, brought the Ashford family's prestige to new heights. Edward Ashford was a consummate scientific mind, possessing none of the overzealous ambitions for power and wealth that his co-founder, Ozwell E. Spencer, was so driven to achieve. Edward's only interest was the study and research of the Progenitor Virus, intending to utilise its restorative effects to create medical and scientific achievements previously impossible for the medical community. However, Ashford died in 1968, possibly sparing him the wrath of the treacherous Spencer, who had his remaining co-founder, James Marcus, assassinated to bolster his position within the Umbrella Corporation. Spencer was also the main influence behind the Progenitor Virus being used for viral weaponry and inhuman experiments for the next 30 years.Alexander Ashford
By the time Alexander Ashford had become the sixth patriarch of the Ashford family, it's reputation had became tarnished. Determined to restore his family honor, Alexander discovered a method of deliberately altering intelligence through genetic research. To test his discoveries, Alexander genetically cloned a human egg using the cells of his ancestor, Veronica, and placed it into a surrogate mother. To Alexander's surprise, twins were born from the egg: one male, the other female. The boy was named Alfred and the girl, Alexia, who Alexander considered to be the literal reincarnation of Veronica. However, later in their lives, the twins discovered the facts regarding their unnatural birth, which prompted Alexia to test her newly created viral specimen, the T-Veronica Virus, on Alexander. As a result, Alexander became a homicidal monster, unresponsive to communication and incapable of intelligent discourse, his body producing toxic poisons and growing mandibles as unforseen side effects. The twins had their father imprisoned beneath the Umbrella Corporation's Antarctic research facility, where no negative influences could possibly discover their horrible secret. Alexander was eventually nicknamed Nosferatu by the facility personnel and became a constant source of fear for those assigned to the facility. Alexander Ashford eventually found peace when Claire Redfield put him out of his misery (ironically enough, using a rifle that had belonged to his son, Alfred).Rodrigo Juan Raval
The leader of the 3rd Security Unit of the Umbrella Medical Branch in Paris, Rodrigo was once a native of Rockfort Island, until Umbrella purchased the land and built their facilities there. He captures Claire during her failed infiltration of Umbrella's Paris facility. However, he sets her free during Wesker's attack on the island, due to the fact that he believes Claire won't survive the attack but would at least stand a fighting chance if released. Rodrigo will give Claire a lockpick later in the game (provided the player chooses to bring him a vial of hemostatic medicine for his injuries). Claire then leaves her lighter for him in return, which he later gives to Chris, allowing Chris to procure the Uzi sub-machine guns located nearby. Ultimately, Rodrigo is killed after being swallowed and then regurgitated by a Gulp Worm, whilst seeking shelter within the underground catacombs where his wife and son, Maria and Robert Raval, had been interred.''
Ingrid Hunnigan
Ingrid is Leon Kennedy’s communications officer during his mission to rescue Ashley. Ingrid is Leon’s only link to headquarters, and will often provide Leon with invaluable information about his mission. After losing Ashley in Ramon Salazar’s castle, Leon discovers that his communication line with Ingrid has been hijacked by Los Illuminados. After Leon successfully secures Ashley and escapes from Osmund Saddler’s island, he successfully regains contact with Ingrid. The final dialogue in the game consists of Leon flirting with Ingrid, after seeing her without her glasses. Alas, Ingrid rejects Leon’s proposal to acquire her phone number.
Mike
Mike is a helicopter pilot deployed to assist Leon on his mission to rescue Ashley, and provide both of them with an adequate extraction. Mike pilots a heavily armed UH-1 Iroquois, which allows him to easily eradicate ganados and military bunkers through the use of deadly machinegun fire and missiles. As Mike and Leon celebrate their victory over a pack of hapless ganados, one of Osmund Saddler’s henchmen opens fire on Mike with a special heat-seeking RPG-7. The force of the impact causes Mike to lose control of his helicopter and plummet to his fiery doom. As Leon gazes down at the ruins of helicopter, he vows to avenge Mike by killing Saddler.
Leon's Police Escort
In cooperation with the US Government, the local police department had entrusted two of their men to assist Leon on his mission. Judging by their tone en route to the village, it is obvious that both men do not want to help Leon, nor understand the severity of the mission. While Leon interrogates a hostile local villager, the police officers’ car is attacked by a group of ganados and later rammed off a cliff. As Leon investigates the crash, he discovers that both men are not in the wreck. Unfortunately, Leon discovers the first police officer's mutilated corpse burning in the center of the village. Later, he witnesses two ganados feed the second police officer to Del Lago.The Merchant
After regaining consciousness from his first encounter with Bitores Mendez, Leon meets a mysterious unnamed merchant. Throughout the course of Leon’s mission, the merchant will sell weapons, health remedies, maps, and other items that are beneficial to Leon’s success. The merchant is cloaked with a trench coat, and wears a bandana to hide his face, revealing only his eyes. Furthermore, this shady behavior leads Leon to develop a sense of curiosity towards the merchant. While browsing through the merchant’s various shops or shooting galleries, Leon is often not only amazed by his selection of his weaponry, but by the very fact that he is operating a covert illegal weapons cartel.Also, it remains a mystery to Leon to how the merchant is able to arrive at destinations long before Leon. In addition, it is never revealed to how the merchant is unfazed by “Los Illumunados” and Las Plagas. Despite his covert nature and sublime inventory of weaponry, it should be noted that Leon is more than capable of killing the merchant. However, in doing so, Leon will no longer be able to do business with him.
