There is disagreement over what systems can claim to be a relational database management system (RDBMS). One school of thought argues that the system must implement all of Codd's 12 rules, or some similarly defined relational model. Systems that meet this criteria are referred to as Truly-Relational Database Management Systems (TRDBMS), to distinguish them from systems that implement a subset of the criteria.
