Background
Claiming to be a former police officer from Madrid, Luis returns to his native village only to discover that his fellow villagers have turned into homicidal sub-humans known as Ganados. Luis is recruited by Osmund Saddler as a researcher to work on a safe way to remove the Las Plagas parasites from their hosts. Unbeknownst to Luis, it was Saddler himself who unleashed the Plagas into the village and is instead using Luis' research to make the Plagas harder to remove from their hosts. After learning the truth, Luis was imprisoned by Saddler and implanted with one of the Plagas.While infiltrating the cult, Luis sends an e-mail to a former academic friend from his college days informing him of his predicament. Unbeknownst to Luis, his friend was already dead and the e-mail was intercepted by "The Organization". Luis was rescued by Ada Wong (an agent of The Organization), and had the Plaga parasite removed from his body. He was successful in stealing and hiding a specialized viral sample of the Plaga, which allowed Saddler to take control of Ganados. Luis returned to the village, where he was taken captive by the village chief Bitores Mendez. There, he met with American agent Leon S. Kennedy, who was also taken captive by the chief. The two managed to escape, but not before Leon was injected with the Plaga sample by Saddler.
Luis meets and befriends Leon, and later Ashley, on several occasions in various parts of the village and within Ramon Salazar
Although already dead after that point, Leon and Ashley managed to procure several of Luis' research notes which provided detailed information about the Plagas and the mutated creatures that came from Saddler's research. The notes eventually led Leon and Ashley to a Plaga Removal Laser machine hidden within Saddler
Trivia
- During a conversation in which Leon mentions being a cop in Raccoon City, Luis mentions that, while he was a cop in Madrid, he saw a sample of the T-Virus in his police station's lab. This is the biggest unexplained piece of plot in all the game, and many fans speculate whether this was just Luis lying to converse or whether he actually did see a sample of the virus in another place. If it is true, this sample might be unaccounted for, and there's a definite possibility of a second mass viral outbreak similar to the one that destroyed Raccoon City.
- Alternatively, given the circumstances disclosed in the introduction of Resident Evil 4, Luis could simply have seen a T-Virus sample kept on hand in Madrid's police labs, as Umbrella's culpability and their role in the viral outbreak both apparently became common knowledge.
- Another speculation is that Luis saw the T-Virus in the Los Illuminados' research lab, since he himself is a "researcher hired by Saddler" and this phrase is given a foundation as Ada Wong states this in her side-mission on the PS2, Separate ways. However there has since been no information or proof that it is in the research labs, as it cannot be seen anywhere on the Island.
- When in the cabin surrounded by villagers, if Leon shoots Luis 2 times it will show a cutscene of Luis fatally shooting Leon with his Red9. Luis will say "Adios Leon!"
