Mai Neng Moua (1974–) is a Hmong writer and a founder of the Paj Ntaub Voice, a Hmong literary magazine. She is also the editor of the first anthology of Hmong American writers, Bamboo Among the Oaks. She resides in Minnesota.

Predominantly a poet and creative non-fiction writer, she has been published in Healing by Heart, Rehabilitation Counseling Bulletin, the Minneapolis Star Tribune, and We Are the Freedom People.

Mai Neng Moua has a B.A. from St. Olaf College in Northfield, Minnesota, and an M.A. from the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota. She has been the public policy coordinator for the non-profit organization Institute for New Americans, and has taught creative writing to Hmong youth at the Jane Addams School for Democracy.
