Masuda (益田市; -shi) is a city located in Shimane, Japan.
As of 2005, the city has an estimated population of 54,085 and the density of 73.77 persons per square km². The total area is 733.16 km².
The city was founded on August 1, 1952.
On November 1, 2004, the city merged Mino District(Mito and Hikimi).Therefore, the Mino District perished.
