Mr. Ratburn

Mr. Ratburn is a fictional character in the television series, Arthur. He is a fourth grade teacher at Elwood Elementary School and thought to be the strictest teacher. In one early episode, he is thought of as a vampire by Buster, Arthur, and Francine after hearing from Prunella that "The Rat" (as he is known as at that time by the three) eats screws and nails, without any milk. He also likes being a puppeteer and does not know how to use the Internet. When his house collapsed during a snowstorm, he had to live in Arthur's house for a little while before moving to Arthur's other friends' houses. He also was forced to stay in the frozen Lakewood Elementary along with the school's principal, Mr. Haney, and the janitor, Mr. Morris in that same storm. His sister also taught at the school when Ratburn had a voice problem. Ratburn is also known to give very difficult math problems to his students, and was also taught in Latin by his grade-school teacher, Mr. Price Jones, who is much stricter than Ratburn. According to him, he says his biggest new challenge will be "teaching kindergarten".
