Dr. Nancy McNally the former National Security Advisor to President Josiah Bartlet, is a fictional character on the television series The West Wing, played by Anna Deavere Smith.
Dr. McNally did not appear in the first season of The West Wing, a season which saw several notable international crises (the Indian invasion of Pakistan, for example). She appeared in place for the second season premiere, which saw assassins target the presidential motorcade. From which it may be assumed that the character already worked for the White House. She advises Vice President John Hoynes and White House Chief of Staff Leo McGarry on the possibility of Iraqi involvement, and recommends the deployment of soldiers into Kuwait and the Persian Gulf.
Dr. McNally became one of the President's three key advisors on foreign policy and military matters, the other two being Leo McGarry and Chairman of the Joint Chiefs of Staff Adm. Percy Fitzwallace. She helped deal with situations in Haiti, Qumar, Equatorial Kundu, Iran, and the former Soviet republic of Georgia. Nancy's advice on the exercise of military force has varied for different situations. . For example, she supported U.S. arms deals with Qumar as necessary, then, half-jokingly, recommended a nuclear attack in response to the Abdul Sharif affair, before opposing Adm. Fitzwallace's proposed invasion.
In the last year or so of the Bartlet Adminstration, McNally served as Director of the National Security Agency. Late in the 2006 election, McNally was to have briefed Matthew Santos, but his overscheduling prevented this. After his election, Santos and Josh Lyman had privately discussed asking McNally to serve as Secretary of State, but that position instead went to Santos's opponent in the election, Arnold Vinick. At the conclusion of the show, it appeared that McNally would be named Ambassador to the United Nations.
