New Jersey's Thirteenth Congressional District currently has no representative in the House of Representatives. Robert Menendez resigned from this seat on January 16, 2006 in advance of his assumption of the Senate seat vacated by Jon Corzine, who in turn left his Senate seat to become Governor of New Jersey. Corzine has announced a special election will take place in June together with the primary election, to fill the vacancy until the winner of the 2006 House election is seated. Corzine had originally announced that he was reluctant to call a special election to fill the seat, citing issues of cost and voter confusion.[Statement from Governor Corzine on a Special Election for the 13th Congressional District] press release, January 27, 2006.

For the primary for the full two-year term, held on June 6, 2006, Assemblyman Albio Sires beat Perth Amboy Mayor, and former fellow assemblyman, Joseph Vas, capturing almost 75% of the vote. Sires will face Republican John Guarini who ran unopposed for the GOP nod.

In the special primary to fill the remaining two months of the current term, Sires won approximately 90% of the vote, defeating James Geron, assuring Sires of a Congressional seat as no Republican is seeking the term. Vas did not run in the primary for the unexpired term.

Demography

This district has a plurality of Hispanic constituents.

2006 special election

This district is considered solidly Democratic, with the winner of the Democratic Party primary the near-certain winner in November's general election.

The two most prominent names running for the seat are the former Speaker of the New Jersey General Assembly, Albio Sires of West New York, and Assemblyman Joseph Vas, who is also Mayor of Perth Amboy. While the two will face off to fill the full two-year term, Vas has decided not to run in the special election to fill the two months remaining in Menendez' term.[No special election in June for Vas], Star-Ledger, April 12, 2006

Sires defeated Vas in the June 6th Democratic primary and is heavily favored to defeat Republican John Guarini on November 7 for the 2006 general election.
