The Cornwall Royals are transferred from the QMJHL, they would play in the Leyden Division. The Belleville Bulls are awarded a franchise, they would play in the Leyden Division. Sudbury and Sault Ste. Marie move to the Emms Division to compensate while Toronto moves to the Leyden.

The Brampton Battalion and Mississauga IceDogs are awarded franchises. The OHL re-aligns with a new 4-division, 2-conference format. The Eastern Conference consists of Belleville, Kingston, Oshawa, Ottawa and Peterborough in the east division & Barrie, Mississauga, North Bay, St. Michaels, and Sudbury in the central division. The Western Conference consists of Brampton, Erie, Guelph, Kitchener, and Owen Sound in the midwest division & and London, Plymouth, Sault Ste. Marie, Sarnia and Windsor in the west division.
