Okaya (岡谷市; -shi) is a city located in Nagano, Japan.
As of 2003, the city has an estimated population of 55,613 and the density of 653.19 persons per km². The total area is 85.14 km².
The city was founded on April 1, 1936.
The city is a "Sister City" to Mt. Pleasant, MI and in 2005 donated 40 trees to the city, honoring the fact that the two cities have been Sister Cities for 40 years.
