Pamantasan ng Lungsod ng Maynila (PLM) District Colleges was conceived in 2001 in line with the directive of Manila Mayor Jose "Lito" Atienza. It started its operations in 2002, offering occupation-based and employment-directed technical education programs and short-term courses.

Through the Memorandum of Agreement (MOA) between the Manila Mayor, the Department of Education (DepEd) Secretary, the PLM President, and the Superintendent of Division of City Schools-Manila, three existing public schools were utilized to house the students and facilities of PLM District Colleges. These schools are Antonio Villegas Technical School in Tondo (District I), Ramon Avanceña High School in Quiapo (District III), and Celedonio Salvador Elementary School in Paco (District V).

Another MOA was signed with the Technical Education and Skills Development Authority (TESDA) to provide partnership with the city government through the PLM Education System.

The District Colleges offer ladder-type higher vocational prorams as well as technical programs and education degrees. These include:
