Sir Percy Zachariah Cox (1864 - 1937) was a British administrator and diplomat in the British Mandate of Iraq. He established the Iraqi army and constitution. He replaced Sir Arnold Wilson as the British Civil Commissioner in Baghdad in 1920. In 1902, he was adviser to the Sultan of Oman.
