Peter Best is an actor who played Walden Macnair in the third Harry Potter film, Harry Potter and the Prisoner of Azkaban

In Harry Potter and the Goblet of Fire, Macnair makes an appearance in the graveyard though he is not played by Peter Best. There are several actors credited "Death Eater" and Mancair is one of those. Any one of those could have played him.
