The Philip Evans Scholarship Foundation is a scholarship program at Swarthmore College that "is committed to empowering students to develop themselves as critical thinkers, compassionate citizens, and engaged participants in local and world affairs." The program was established in 1986 by Jerome Kohlberg, Jr. in memory of his long-time friend and classmate, Dr. Philip Evans of the Swarthmore College class of 1948.

The Foundation provides scholars' need based tuition, room and board, as well as funds to "pursue their interests and aspirations" through international travel, professional internships, independent research, and community service.

Applicants cannot apply to be a Philip Evans Scholar. Candidates for the Scholarship are selected from the pool of admitted students based on the recommendation of the Swarthmore Admissions Office.
