Philip Livingston (July 9, 16861749) was an American politician.

He was born in Albany, New York. Upon the death of his father, Robert Livingston the Elder, he became the Secretary of Indian Affairs, as well as the 2nd lord of Livingston Manor. He was a member of the Provincial Council for most of his life. He married Catherine van Brugh, the only daughter of Albany mayor Pieter Van Brugh. His first son was Robert Livingston (1708-1790). Two other prominent sons were Philip Livingston (1716-1778) and Gov. William Livingston (1723-1790). A daughter Sarah Livingston was the wife of Lord Stirling.
