Phoebe is a fictional character in the Pokémon video game series. She is a member of Hoenn's Elite Four and the second member the protagonist faces. She is an expert on Ghost-type Pokémon, drawing obvious parallels to Agatha in Pokémon Red and Blue and Pokémon Fire Red and Leaf Green. She wears two flowers in her hair and a blue bra and a blue sarong patterned with Pokéballs. She is also related to the elderly couple that live on Mt. Pyre.

Her name means "bright one", but was problably chosen because it's similar to "phobia" or to "phantom". Her German name comes from "phantom"("ghost"). Her French name is similar to "spectre"("ghost"). As regards her Italian name, it could derive from "spettro"("spectre"), "esoterico"("esoteric") or "esper"("extra sensorial perception"). Her Spanish name is very similar to "fantasma" ("ghost").

Banette Lv 49: Shadow ball, Psychic, Toxic, Skill swap
Sableye Lv 50: Shadow ball, Psychic, Faint attack, Attract

As with all Ghost-type Pokémon, Dark-types are effective against Phoebe's team and Psychic-types are weak against them. Her team is also susceptible to Fire-type attacks. Normal type attacks are not effective and their use should be avoided.
