Shimoina (下伊那郡; -gun) is a district located in Nagano Prefecture, Japan.
As of 2003, the district has an estimated population of 70,442 and a density of 43.92 persons per km². The total area is 1,603.84 km².

Mergers
- On June 1, 1993, the town of Kamisato merged into the expanded city of Iida.
- On October 1, 2005, the villages of Kami and Minamishinano merged into the city of Iida.
- On January 1, 2006, the village of Namiai merged into the village of Achi.
