Ship owners can be owners of small personal watercraft such as motor boats or sailboats. But generally, ship owners refer to owners of commercial boats. A ship owner is the person who equips and exploits a ship, usually for delivering cargo at a certain freight rate. Ship owners rarely are on the ship, and generally hire a professional crew and captain.

The ship owner has specific legal responsibilities concerning the use of the boat and the crew's life conditions. In some countries these requirements are often disregarded. Shipping boats from Asia are often run under dreadful conditions and with a significant disregard for safety.

It is now more common for commercial ships to be owned by the commercial entity whose goods are being delivered. For example, many manufacturers in Asia have their own delivery fleets. Exxon, Shell, and other corporations also have their tanker ships. However, independent ship owners of every variety still exist.
