Sora Ltd. is a Japanese video game developer founded by former HAL worker Masahiro Sakurai. It may possibly be currently developing Super Smash Bros. Brawl for the Nintendo Wii, the successor of Super Smash Bros. Melee. The official website for Super Smash Bros. Brawl states that Sora is the name of Sakurai's company. Whether or not that means that Sora is the developer for SSBB is unclear.
