"The World Is Not Enough" was the theme tune to the 19th James Bond movie, The World Is Not Enough. The movie, original soundtrack, and single were released during the final months of Garbage's successful world tour in support of their album Version 2.0.

Song profile

"The World Is Not Enough" was written by Don Black and David Arnold and recorded and mixed by Garbage and David Arnold at Metropolis Studios in London and in Armoury Studios in Vancouver, during breaks in Garbage's hectic summer 1999 tour for Version 2.0.

The track is a cocktail mix of classic Bond, including dramatic strings courtesy of an 100 piece orchestra and contempory styles, dark, moody and sensual, but not without its bite.

The song existed in demo form before Garbage became involved with it; the track had been offered to former Spice Girl Melanie C. At the beginning of 1999 negotiations for her involvement in the movie soundtrack ended and by summer of that year Garbage had been confirmed as the artist who would record the theme tune to the 19th Bond movie.

Initially the movie producers had resisted composer David Arnold's suggestion to work with Garbage on the theme, they had wanted an artist with more of a profile, but Arnold convinced them that the group, at the time one of the biggest rock bands in the world, would bring a certain credibility and commercial clout to the Bond theme stable. Eventually the production team relented, and Arnold set about securing the band's involvement - he himself was a huge fan.

Arnold had offered the band the gig by calling up singer Manson herself and asking her. After a lengthy scream down the trans-atlantic phone line the band accepted the proposals. To quell legal issues reguarding Manson's label status (she remains signed to Radioactive Records, while the band are signed to Mushroom Records/Almo Sounds) the song was licensed to her record label to squash any contractual difficulty.

The next problem was when to record and produce the song - Garbage were in the middle of a lengthy European tour. The band ended up jetting from shows to recording studios and then back out on to play their following sheduled concerts. A few Garbage shows, such as one in Lisbon, Portugal was resheduled to end earlier so that Garbage could jet to London, UK to record their parts. Re-writes and production took place via lengthy phone calls and emails.

"The World Is Not Enough" is published by Metro-Goldwyn-Mayer Music Inc in North America and by United Lion Music worldwide (except North America).

The song's full legal title is "World Is Not Enough". It is registered at BMI as 'BMI Work #4961382' to Arnold/Black and as 'BMI Work #5096694' to Garbage.

The original registered work is probably the first cut of the song before Garbage became involved in the project, and the second registered work is likely the final movie version.

Single release

"The World Is Not Enough" was released as a single in November 1999 in the UK and Europe. It was packaged in two formats—a digipak maxi CD single and mini CD single, although the UK also received a cassette format. All were in shiny silver card sleeves.

The single was a success in many European countries that had previously not been receptive to Garbage before — the single was Garbage's first hit in Italy. The strength of the single prompted BMG to re-issue the "When I Grow Up" single in February 2000.

The song was not included on a 'proper' Garbage release until 2001, when it was included on a UK promotional album titled 'PreviousGarbage' which contained all of Garbage's UK singles in release order. It was subsequently issued on the Japanese pressings of the beautifulgarbage album.

Music video

The video for the single, which was directed by Phillip Stoelz over three days in London in September 1999, was Garbage's own mini-Bond movie and featured an android Shirley Manson being built at a top secret base in the Pacific, travelling to Chicago to kill the real Shirley Manson with a poisoned kiss, and then destroying the world by the end of the band's on-stage performance.

The video was also the first Garbage video to feature Shirley Manson driving, a theme continued throughout later singles as something of a running joke, as Shirley Manson cannot actually drive. The car she was driving was the BMW Z-8 from the movie. At the time of filming the car was still a proto-type.

Filming of the video was documented by a special which was broadcast prior to the world premiere of the video in October 1999.

Two edits of the video for "The World Is Not Enough" video exist—one with Bond movie footage, and one without. The version that includes movie footage is included as an extra on the Region 1 and Region 2 "The World Is Not Enough" DVD releases.

Remixes

UK Dance outfit U.N.K.L.E completed a remix for the song and Garbage also remixed the track. However, 'The Chilled Out Remix' was only ever available on promotional releases.

The version of the song in the actual movie (and not the soundtrack, which is the single version) is a slight remix of the song, slightly shorter and with more of the orchestra in the mix.

Butch Vig also claimed to have remixed the song many times over, although the Hawaiian Luau Trance remix he once mentioned on the band's website might be a joke.

Live performances

"The World Is Not Enough" was first performed live in Denver, Colorado on 20th October 1999 and regularly performed as a show encore during each night of Garbage's MTV Campus Invasion Tour. The band performed a stripped down version (without strings) each time until its last ever performance in Irvine, California on 24 Nov 1999—also the last date of the 'Version 2.0' world tour.

"The World Is Not Enough" was also performed live on the Late Show with David Letterman.

Trivia

Although Garbage has recorded the theme to the movie, the band didn't actually get to go to the movie premiere. They had make do with a local showing of the film in Dallas, Texas during a break from their tour.

The song was covered for a UK ITV1 special programme "The Songs of Bond" in 2002 by Canadian singer Diana Krall.
