It was formed on 1 April 1974 by the merger of Rickmansworth Urban District and Chorleywood Urban District with part of Watford Rural District. The three rivers of the name are the Chess, Gade and Colne.
Rail transport in the district is provided by the Metropolitan Line of the London Underground with stations at:
A special fare structure exists as the stations are outside the Greater London boundary although much of the district is within the north westerly bounds of the M25 motorway and the London commuter belt.
Carpenders Park on the Silverlink Euston to Watford Junction line is the one National Rail Station in the district.
