Toseiha

The Toseiha (統制派) was a faction in the Japanese military, active in the 1920s and 1930s.

The Tosei-Ha (Control Group) was led by General Kazushige Ugaki along with Gen Sugiyama, Koiso Kuniaki, Yoshijiro Umezu, Tetsuzan Nagata and Hideki Tojo. The Kodaha faction represented the radical and ultranationalist elements growing within the army; the Tosei-Ha attempted to represent the more conservative moderates. Both groups originated from divisions in the Double Leaf Society, created by the old-style samurai officers dropping out, and a new radical breed taking their place in the Japanese military. Fanatical beliefs in ultranationalism, and the need for a purge of the Choshu elements of the army, prevailed at the time.

Both factions took up some ideas from right-wing, fascist and right socialist political thought. The political movements were formed to gain power by democratic elections, or if necessary by force.

Influences were Kita Ikki, and Nakano Seigo, amongst others of 1920s and 1930s period. There was a later merger in the Imperial Way Faction nationalist party.
