Prinicpal planning Act of Parliament of the United Kingdom, the Town and Country Planning Act 1947 established the principles and mechanisms of the Plan Lead System. This act sought to control urbanisation by imposing a compulsory planning duty on all local authorities for the first time, on a case by case basis. Land ownership itself no longer conferred the right to develop.
