A treadle is a part of a machine which, when operated by the foot, gives the power to turn a wheel in the machine.
Treadles can be used to power water pumps. - see Treadle Pump
Railways
On a railway, a treadle is a device that detects the passing of a train, a bit like a track circuit and might be used to put a railway signal to stop.
