Tsai Is one of the first recruitable characters. When the truth of the Highland army is announced, Viktor orders Riou and Jowy to find a man named Tsai; One of the only human minds capable of forging and fixing the legendary Fire Spears. Tsai is the father of Tomo, and wields Spears.
