The Department of the Army is one of the three military departments in the United States Department of Defense. It is headed by the Secretary of the Army, a civilian, who is responsible for the administrative (non-operational) affairs of the U.S. Army. The highest ranking military officer in the department is the Chief of Staff of the Army.
