W. Timmer was born in 1979 in Assen, The Netherlands. Started in 1996 a project called In Times of War.

In Times of War is a one man Dutch noise music project with the theme of war. It was formed in 1996 by W. Timmer in a small room with only a very simple personal computer.

W. Timmer started a new sub genre in power electronics also known as noise. This sub genre is now known as psycho electronics. Psycho electronics is a form of noise which has the purpose of spreading a message in the noise and manipulating peoples way of thinking through specific types of sounds.

After releasing his first demo W. Timmer started several noise project like Necrophile, Serial Raper and The One. This last project is a horror story concept which was influenced by Devil Doll.

Next to being a noise artist for almost a decade now, he is very active in black metal as well. First started in the band Ermordet and recently started a new one man band called Pagan Heritage.

W. Timmer started a Devil Doll fansite which later was recognized as the official website for Devil Doll on the web, but at request of Mr. Doctor, the leader of the band, the name official is not used. In 2004 he started a mailing action which resulted in a book named A Thousand Letters to Mr. Doctor. The book has more than 1400 pages. As a respons Mr. Doctor sent him the original Sacrilegium box no. 1 of 10, His own copy.
