The district was formed on April 1, 1974, under the Local Government Act 1972, as a merger of the urban districts of Bradford-on-Avon, Melksham, Trowbridge, Warminster and Westbury, along with Bradford and Melksham Rural District, and Warminster and Westbury Rural District.
