Major General Sir Winston Joseph Dugan, 1st Baron Dugan of Victoria GCMG CB DSO (1877–1951) was a British administrator. He served as Governor of South Australia from 1934 to 1939 then Governor of Victoria until 1963, acting as Governor-general of Australia from late 1944 to early 1945, and again in 1947.
He was created Baron Dugan of Victoria on 7 July 1949. The title became extinct upon his death.
Dugan attended Lurgan College in the borough of Craigavon in Northern Ireland from 1887 to 1889.
