The World Confederation of Labour (WCL) was founded in 1920 under the name of the "International Federation of Christian Trade Unions" as a confederation of unions associated with the Christian Democratic parties of Europe. It went into eclipse in the 1930s, when its affiliates in Germany, Austria and Italy were suppressed, and lost most of its affiliates in Eastern Europe after the end of World War II.

It chose to remain independent of both the International Confederation of Free Trade Unions and the World Federation of Trade Unions created in the last days of World War II and the early days of the Cold War. The IFCTU changed its name to the WCL in 1968 and now draws most of its membership from the third world. The WCL announced plans to merge with the ICFTU in 2004.
