is a world in Kingdom Hearts II for the Playstation 2. It is the headquarters of Organization XIII and it is a in-between world, as stated by Pete.
Features
The World That Never Was was originally featured in a concept video known as "Another side, Another story..." and "Another Side, Another Story [deep dive]", and was also known as the "Deep Dive City" by many fans. Here, Roxas and Riku co-op fend off Heartless and eventually fight each other.
The most distinct feature of this world is that is appears to be in a state of eternal night and a large moon shaped like a heart, an artificial Kingdom Hearts, continually shines in the sky. The World That Never Was contains a world spanning city, Dark City, comprised of three areas. It also houses the headquarters to Organization XIII, which is portrayed as a huge white castle decorated with the emblem of the Nobodies, called The Castle That Never Was.
Access to this world is obtained after Chip and Dale confirm that Twilight Town has appeared once more.
The scale of the moon-like Kingdom Hearts and The Castle That Never Was appears to constantly change as the player approches the castle from the Dark City. This may allude to the unstable nature of the world.
Story
The World That Never Was starts off with Sora, Donald, Goofy and King Mickey arriving (courtesy of Axel) in the world to encounter a member of the Organization (Roxas).Several Samurai Nobodies restrain Donald & Goofy when time suddenly stops and an Organization member appears. This leads to a scene of Sora and Roxas battling each other in Station of Awakening, ending with Roxas’ apparent capitulation to Sora but not before asking "Tell me. Tell me why he picked you". Before disappearing, Roxas tells Sora that he "makes a good other", leaving Sora confused.While Sora, Donald, Goofy, and King Mickey head to the castle, Naminé helps Kairi and Pluto escape imprisonment. Though they are stopped by Saïx, a man wearing the Organization's black coat saves them and Saïx escapes. Naminé identifies him as Riku and Kairi is overjoyed to see her dear friend again. She takes off his hood, only to reveal Xehanort's Heartless' face underneath. Kairi, realizing that it actually and truly is Riku, follows him.
Sora's party enters the castle, but King Mickey sprints ahead of the rest, and they are separated. The King encounters DiZ being ambushed by Nobodies and saves him, as well as a machine that DiZ was protecting. DiZ unmasks himself to reveal Ansem the Wise, former king of Radiant Garden, who plans to use his machine to digitally seal away Kingdom Hearts before Xemnas, the Superior of Organization XIII and the Nobody of his former apprentice Xehanort, can enter it. The two advance further to set up the machine.
Sora, Donald, and Goofy are confronted by Saïx in the Hall of Empty Melodies, who summons innumerable Heartless to attack them. Kairi and Riku draw the Heartless away from Sora and use their Keyblades to fight them off. In another corner of the hall, Maleficent and Pete appear. Maleficent, in her neverending quest for power, says she will keep the Heartless at bay until Sora can defeat the Organization. The party advances, only to be further confronted by more Heartless. As they become surrounded by them, a shower of bullets destroys the swarm. They are then confronted by Xigbar, initiating another boss battle. After defeating Xigbar, Sora reunites with Kairi and Riku; after this, they fight two more battles, against Luxord and Saïx, until they finally meet with King Mickey and Ansem the Wise.
After they are reunited, Ansem attempts to use his machine to seal Kingdom Hearts. However, the machine can't handle something as powerful and unpredictable as hearts, and begins to overload. Xemnas arrives, and Ansem and Xemnas have an argument, with Xemnas revealing that Ansem is the source of all Heartless, while Ansem says that Xemnas only proved that neither truly understands the heart. After asking Riku to defeat Xemnas, as well as asking King Mickey to forgive him for being so foolish, DiZ is presumably killed when his machine explodes. Riku, standing between the rest of his friends and the explosion, is somehow returned to his original form by the explosion's light. The remaining party members; Sora, Donald, Goofy, Kairi, Riku, and King Mickey, follow after Xemnas. Unfortunately, a massive swarm of Heartless (created whenever any of the dispersed hearts touched the ground) stood in the gang's way, but Maleficent and Pete arrived and kept the Heartless at bay so Sora and company could get to Xemnas. Maleficent told Sora and Mickey that after she had finished off the heartless The Castle That Never Was would become her new base of operations.
The party reaches Xemnas, and Sora fights alone against him, in an illusionary world away from his party. After the battle, the two return and Xemnas absorbs Kingdom Hearts. The party follows, and seemingly defeat him. After they do, the spirit of Naminé opens a Dark Corridor and the group begin to go in. During this time, Naminé and Roxas' spirits fuse with Kairi and Sora to complete them, and Kairi enters the Dark Corridor. Before Sora and Riku can follow, the door closes and the two are left to face off in another battle with a gigantic dragon Nobody piloted by Xemnas (Armored Controller). Ultimately, they fight Xemnas in a realm of absolute nothingness. Xemnas severaly injures Riku during the battle, but Sora finally defeats Xemnas, and with Riku escapes from the place to a dark beach. As they sit on the shoreline pondering their fate, a poem written by Kairi earlier in the game washes ashore in a bottle. As Riku reads it and hands it to Sora, the Door to Light finally opens and Sora and Riku enter it to go back to Destiny Islands.
It is also said The World That Never Was is the world Sora, Riku, Kairi, Donald, and Goofy are at in the box art for Kingdom Hearts.
